Emergency Procedures

Introduction

The purpose of this webpage is to provide a guide to members of staff responding to different emergencies which they may confront in the course of their duties at the University. Staff are encourage to link this page to their web browser's "favourites" so you can access it immediately should one of the identified emergencies occur.

Please become familliar with the contents of this webpage. In the event of an emergency it will be your quick reference for effective action. Please bring this webpage to the attention of new colleagues when they join the staff.

ANU Security is available seven days a week, 24 hours a day, at extension 52249 to respond to any emergency which may develop.

Floor Emergency Team

Your Emergency Control Organisation (ECO) will work with ANU Security in the event of an emergency.

In the event of an emergency ensure your Floor Warden is alerted.

The members of the your Emergency Control Organisation can be identified as follows:
  • Chief Warden (CW) - white hat
  • Deputy Chief Warden (DCW) - yellow hat
  • Fire Warden (FW) - red hat
  • First Aid Officer (FAO) - green hat

If you are still uncertain of who your Floor Warden or First Aid Officer is please speak to your supervisor.

Selecting an Extinguisher

It is important to know where your fire equipment is located and how to use it.


AIR-WATER OR HOSE REEL
All carbonaceous material such as paper, wood, textiles etc.





POWDER
Flammable liquids, gas and fires involving live electrical equipment.





CARBON DIOXIDE (CO2)
Live electrical equipment, plus all the above.




CALL SECURITY, 52249 AND VENTILATE AREA AFTER USING EXTINGUISHERS

Call 54000 (Client Services Unit) to organise recharging of extinguishers

If You Discover a Fire

1. Alert others in the area

2. Ring
 
    (a) ACT Fire Brigade 0 - 000
    (b) Security 52249 and give the following information

         - what is burning
         - exact location of fire (building, floor, room number)
         - your name and extension

3. IF NO ALARM sounding, find and operate Break Glass Alarm at Fire Panel

4. DO NOT USE LIFTS

5. Obey all instructions from Wardens

6. Go to emergency congregation area

7. Do not re-enter building until given the all clear

Chemical Spill

CHEMICAL SPILL

If you encounter a spill on campus call ANU Security on 52249.

If you work in an area or building which uses or stores chemicals, familiarise yourself with the University and area procedures on chemical spills and hazardous waste.

Points to consider for effective management of a chemical spill:
  • Always consider a spill as hazardous until proven otherwise;
  • Identigy the chemicals and hazards involved; Material Safety Data Sheets should provide this information; and
  • Dispose of contaminated equipment and materials in accordance with the University's hazardous waste disposal procedures.

MAJOR SPILLS

The following is a guide to what action should be taken when dealing with a major spill involving chemicals that can be harmful:
  • Do not touch any spilled substance
  • Raise the alarm - alerting others in the room to evacuate
  • Call ANU Security on 52249
  • Determine if anyone is injured, taking care not to become a casualty yourself
  • If possible, minimise the spread of contamination pending the arrival of the emergency services
  • Close doors to prevent further contamination of the building
  • Secure the area to keep personnel away from the danger
  • To assist the responding emergency services, identify the chemical involved, including the chemical name which is available from the Material Safety Data Sheet (MSDS), as well as the manufacturer's label

NOTE: MSD Sheets must be available at all times for all hazardous substances used at the workplace.

Hostile Situation

DISTURBED OR HOSTILE BEHAVIOUR

If you encounter a person displaying the following behaviour, call ANU Security 52249 immediately.

Signs:
  • Violent or threatening behaviour
  • People exhibiting extreme or disruptive behaviour (which is not violent or threatening), indicative of a mental health problem
  • Behaviour interfering with learning in the classroom/lecture theatre

If a person is suicidal, some must stay with them and keep talking to them; ANU Security, 52249, should be contacted immediately

Always try to minimise any danger to yourself whilst dealing with the person.


CIVIL DISTURBANCE / HOSTILE SITUATION / SIEGE

In the event of a seige/hostage situation or a civil disturbance, take the following steps:

1. Remain calm

2. Contact ANU Security 52249 and convey to them:

  • Building name and room number
  • What the situation is
  • How many persons are involved
  • If anyone has been injured
  • Whether any weapons are involved and if so, exactly what sort (guns, knives, needles etc)
  • A contact number

3. Keep students, staff and visitors with you

Armed Hold Up

Note and report suspicious persons to ANU Security, 52249; if possible, use one of the SUSPICIOUS PERSONS CHECKLISTS available from ANU Security to help you note:
  • Height/build/gender
  • Approximate age (eg. early 20's; late 30's etc)
  • Complexion/hair colour and length; beard or moustache
  • Clothing (short of long sleeves shirts/pants; colour)
  • Other accessories/features - tattoos, scars, baseball cap, balaclava, backpack etc

1. If you are confronted obey instructions - your life is more important

2. Observe carefully:
  • Any articles touched by intruders;
  • Physical details and attire worn by intruders;
  • Points which may aid in description (accents, mannerisms, weapons)
  • Which way intruders leave and how (vehicle make, colour, style rego number)

3. Record information for AFP and ANU Security

At any time, raise the alarm - have someone call ANU Security immediately, 52249

Powder Threat

If you believe you have received or discovered a powdery unknowm substance at the ANU, you must:

1. Inform you Chief Warden and ANU Security, 52249 immediately

2. Isolate the substance by putting something over it, like a waste paper bin

3. Isolate yourself and any other who may have come into direct contact with the substance

4. Try to wash your hands and face

5. Make sure the Chief Warden and ANU Security are aware of your telephone extension number; keep that extension open

6. Refrain from eating or drinking until you have been given an all clear as doing so may hamper any required medical treatment

ANU Security, with the assistance from the ANU Fire Safety Officer, will secure the perimetre of the building; no person is allowed in or out of the building.

The Australian Federal Police will determine the level of threat. If necessary, the ACT Fire Brigade will attend with firefighters in full chemical suits, to obtain a sample of the powder. This sample is then taken for testing. If the test result is positive, all occupants will be transported to Canberra Hospital for treatment.

Bomb Threat

IF YOU RECEIVE A BOMB THREAT

1. Keep the caller on the line and obtain as much info as possible - type of device, time of detonation etc

2. Don't hang up, even if the caller hangs up - it may be possible to trace the call

3. Use the Bomb Threat Check List - write down any info accurately - don't rely on your memory

4. Using another phone, contact ANU Security, 52249, and your Chief Warden - let your Emergency Control Organisation respond

5. DO NOT ALERT other people as this could create panic

6. DO NOT EVACUATE until instructions have been given by your Emergency Control Organisation or ANU Security or the AFP and external exits have been checked

7. Obey instructions from your Floor Warden, Supervisor or Security personnel/AFP


IF A SUSPICIOUS OBJECT IS FOUND

1. Follow the Golden Rule - DO NOT TOUCH

2. Clear the immediate area

3. Advise ANU Security, 52249, your Chief Warden and the person in charge of the department/section/unit

4. Keep others clear of the area

5. ANU Security and/or Floor Wardens will direct further action

If after hours:

1. Carry out steps 1, 2 and 4 from above

2. Alert ANU Security 52249

3. Only use the EXIT if it is safe to do so, or as directed by ANU Security

Calling Emergency Services

FOR FIRE, POLICE OR AMBULANCE

Dial 0 - 000 and state the service that you require. Then notify ANU Security on 52249

Carefully describe:
  • Location of the emergency (building, floor, room number)
  • Type of emergency and whether an ambulance is required
  • Your name and extension number

If the emergency is fire-related:
  • Ascertain location and size of fire/smoke source
  • Move persons in danger to safety
  • Close doors
  • Notify all Wardens; use building warning system
  • If necessary, evacuate the building after determining the safe exits
  • If safe to do so, fight fire with a hose reel or approprioate fire extinguisher
  • Once outside the building proceed to the congregation area

Evacuation

BUILDING WITHOUT EMERGENCY WARNING SYSTEM

1. On the sounding of the fire alarm, or on advice from your Floor Warden leave via the nearest exit door or stairs, and proceed to your congregation area outside the building

2. DO NOT USE LIFTS

3. Remain at the assembly area until advised by the Emergency Control Officer that it is safe to re-enter the building

AFTER HOURS

1. On the sounding of the fire alarm system, or being advised of an emergency in your building you must leave the building via the EXIT door or stairs, and assembly outside the building

2. Do not re-enter the building until advised by ANU Security or the ACT Fire Brigade that it is safe to do so


BUILDING WITH EMERGENCY WARNING SYSTEM

1. On hearing the Alert "beep beep" tone, stand by and await further directions. Ask visitors to remain with you

2. ON sounding of the Evacuation "whoopwhoop" tone, your Floor Warden will tell you to leave the building via the EXIT door or stairs. You must go directly to your congregation area outside the building

3. DO NOT USE LIFTS

4. Obey instructions from the Floor Wardens who should be wearing hard hats:
  • Chief Warden (CW) - white hat
  • Deputy Chief Warden (DCW) - yellow hat
  • Fire Warden (FW) - red hat
  • First Aid Officer (FAO) - green hat

5. Remain at the congregation area until advised by the Chief Warden or ACT Fire Brigade or ANU Security that it safe to re-enter the building

AFTER HOURS

1. On hearing the Alert tone, prepare to evacuate

2. On hearing the Evacuate tone, leae the building via the EXIT door or stairs and proceed to the congregation area

3. Remain at the assembly point until advised by ACT Fire Brigade or ANU Security that it is safe to re-enter the building

Treatment of Burns

Treatment should only be given by first aid officers.

Try to find a first aid officer; ANU Security Officers are all first aid qualified.

1. DO NOT remove or cut away affected clothing which sticks to the injury

2. Irrigate the burned area liberally with cold water (not ice) frequently

3. Call ANU Security 52249

4. Small burns may be left exposed

5. Major burns - don't break blisters; irrigate burned area for a minimum of ten minutes

6. Treat burn casualty for shock

7. Seek medical attention as soon as possible

DO NOT USE ANTISEPTIC CREAM, MOTION OR BUTTER ETC ON BURNS

Serious Injury

1. Do not move a seriously injured person unless there is a life threatening situation

2. Call ANU Security 52249. Give your name, location and telephone number. Give as much information as possible regarding the nature of the injury or illness, and whether or not the casualty is conscious. ANU Security will arrange an ambulance if required

3. Keep the casualty as calm and comfortable as possible. Please speak to your supervisor for the names of persons in your building who are trained in First Aid and where First Aid Kits can be located

4. Remain with the casualty until the First Aid Officer arrives

Emergency Heart/Lung Resuscitation

In the event that you need to perform emergency heart/lung resuscitation for an unconscious patient stay with the victim, call for help and start the resusciation.
